Human Rights Association: Single-Type Uniform Imposition Should Be Cancelled

Prisons Commission in the Istanbul Office’s of Human Rights Association stated that single-type uniform imposition is a violation of prohibition of discrimination and torture.

Decree No. 696 issued on 24 December 2017 includes the regulation of single-type uniform in prisons.

HRA explained the meaning of the regulation:

*It means a categorical discrimination between the inmates and this violates the prohibition of discrimination.

* Single-type uniforms mean de-identification of inmates. It is a violation of the prohibition of maltreatment/torture.

* Inmates who do not accept wearing single-type uniforms might be exposed to various penalties. Those penalties might lead to isolation and cancel their execution or release on probation.

* Inmates who do not accept wearing single-type uniforms might lose their right to appear on court which violates the right to due process.
